Discrepancy in number of images/videos in my library versus what Photos says it's downloading

I've just created a new Photos library because after speaking to an Apple advisor, it seems something happened to my previous library when I upgraded from Sierra to Mojave (I'm not using Catalina). Anyways-this Q. is not about the operating system:).

I've noticed that although I have approximately 36,000 photos and 4,000 videos, when I look at the bottom of my Moments tab, it says "downloading 90,000 originals"-see attached screenshot (this time I *have* selected "download originals to this Mac" as opposed to optimise storage on Mac). Not only is it taking *hours* (I started this yesterday), but I'm wondering why it says it's downloading 90,000 originals when I know I only have approx. 36,000 photos and 4,000 videos.

Does anyone know why there is this discrepancy?

Many thanks!

Update: I just spoke to a lovely Apple advisor who explained that most of my photos are *bursts* hence the discrepancy.

I really wish Apple would give us the option to turn bursts off, on our cameras-I don't have this facility and nor did my Apple advisor. Why? Just why? Bursts take up so much room/space and when going through photos, having to delete 9/10 images is such a pain. This is the one thing I can't stand about photos/camera on Apple devices:).
