Is "on my ipad" files in the files app backed up?

I don't see my files on iCloud Drive. I moved a lot of it from iCloud to "on my ipad" a few months ago.

I want to recover my data as my iPad is currently not working. I checked my iCloud backup and it is missing a lot of data/files.
