You won't be able to add it to the new Apple ID. This document refers to a prior owner, but is also applies to cases where a current owner's old Apple ID is the problem.
Basically, If an app is purchased/downloaded using one Apple ID, then you can't update it with another Apple ID. The app is inextricably linked to the first Apple ID. You'll have to delete it and repurchase/download it again with the second Apple ID.

Thanks. I’ll give it a try. Apple makes things so difficult with purchases, to the point of un-usability, while cooperating with the CIA/FBI to constantly circumvent our privacy. Funny how that works.
Yes, generally speaking... However, security is also extremely cumbersome, especially at the enterprise level, whereas Apple supposedly gears it’s products to those who require more ease of use... So there is a contradiction. There are numerous ways that could be implemented to transfer a purchase from one ID to another, but Apple chooses to ignore this because it isn’t cost-effective to manage such scenarios. In the end, it’s the users who suffer for such lack of flexibility.
Set up Family Sharing between them(this won't work for all applications) or click here and ask the iTunes Store staff for assistance.

It’s just like apple to make things unusable, with draconian linkage to purchases. This will be my last iPhone, so I’ll just deal with it until next year.
Apple IDs do have their limitations, but, generally speaking, they exist for security reasons.
