Exercise vs workout

Outdoor cycle tracks as a workout but does not count it as exercise. Is this the way it should be?

If by "exercise" you mean filling the Green ring, yes it should do that also. Assuming that you are getting your heart rate up. The Green "exercise" ring is dependent on heart rate, not just the amount of time you are moving. Happens to me all the time when I fast work and don't move fast enough to get the heart rate up.
