Why cant I get the key on my Smart Keyboard to light up?

No model of Smart Keyboard has backlight keys. Apple’s Magic Keyboard for iPad Pro had backlight keys.
Update your iPad Pro to current, and try again. That would be iPadOS 13.5.1, right now.
Check that Settings > General > Keyboard > Hardware Keyboard > Keyboard Brightness is not dimmed.
If iPadOS is current and not dimmed, contact the folks that work for Apple; the Contact Support link in the upper right.
Which keyboard do you have?
A Smart Keyboard does not have backlit keys
A magic keyboard does have backlist keys
