lost recovery key
when I go to appleid.com, then to security, it does not give me the option to replace lost key

Did you switch to Two-Factor Authentication from Two-Step Verification? If yes, you would not have the. option of replacing the lost key. Also, do you still have security questions? If yes, then you never opted to have either Two-Factor Authentication or Two-Step Verification.
