Apple Pay Can Send But NOT Receive
I am allowed to send money using apple pay in iMessage, but when anyone tries to send me money, they see the message "XYZ cannot receive payments sent with Apple Pay at this time."

try signing out of your Apple ID and back in or see if manually accept payment is on or off.
