Do any security updates contain permissions to run the Contact Tracing apps?

What is the status of Contact Tracing apps? Are any apps or permissions contained in any iOS security updates?

The base software for a tracing app is included but it is off by default and can only be activated if and when an app is developed for it. Then you will need to actively download it and turn it on.
