I lost my iPhone and when I open the find my iPhone and sign in the only devices that I can see are my tablet and MacBook my iPhone doesn’t appear I don’t know what to do

Either Find My iPhone was set up on your iPhone or it was not. It certainly sounds like you never set up Find My iPhone on the lost iPhone.
Therefore, “tried to do these” would mean you executed all the steps shown in the “If Find my [device isn’t turned on...”, including changing passwords, reporting your device to the authorities, etc. Surely that worked.
