The drive itself may have totally failed, in which case, the process to

attempt Reinstall from Internet, may not work. ~ While the Recovery

partition exists, usually that may be used to restore working macOS.

A mac with failed hard drive, and internet access, can usually go to

online macOS Utilities; this can useful to reformat replacement HD.

Have you been able to start in macOS Utilities to see Drive status? IF

you see internal storage drive? Was Mac in question, running Catalina?

If the drive appears in left hand view within Disk Utilities, or other app

what does it say? ~ What is main volume shown there??

When you tried the various suggested steps covered in Article, exactly

what was reaction from Mac? ~ If done correctly, some reaction should

be evident. (Even if the hard drive has Failed: internet recovery would

seek, or try to fix failed hard drive.) Some users have post a Screenshot.

If your Mac has Catalina, (or back to El Capitan) Mac OS X instructions work.

To reinstall macOS from macOS recovery, 'reinstall' system files

is a probable cure; if done correctly, a restoration may be possible.

..Another avenue may be open to you, either take or arrange

to have your Mac shipped in to Apple authorized service..
