If the issue still persists, contact Apple Support:--> Get Support

I thought you were the sender, as per your original question.

Anyway, are the sender AND the recipient meeting ALL the requirements listed at section "Before you begin"? (see my previous post)?

As already stated, if you get no help, contact Apple support.
