IPad CPU usage

While analyzing IPad CPU usage I noticed if I reboot my IPad the CPU usage is less that 20% with just the system monitor app running. Once I start running apps, then closing All of them the CPU usage. Stays above 60% with no apps, other than monitor, running. I have background refresh off, all push off, fetch manually. Anyone know why CPU continues so high.

BTW - this all came about because of a battery drainage problem after installing IOS 13.5.1

, which seems to have gone away after doing all of the above

Hello,

Applications that claim they can analyze iPad’s system resources don’t fully have access to iPad’s system software and are not a good source of information regarding how iPad is performing.

Well then can anyone explain why with absolutely nothing running I can watch my battery lose a percent a minute, obviously something in using up resources. If I reboot drainage stops.
