Photos library will not load with new Catalina OS update

Hello. I have a MacBook Air (2015) and have just updated to OS Catalina. When I went to open the Photos app, it began to load the Photos library and then showed the following error: "The library could not be opened. Photos library could not be opened. Photos was unable to open the library "Photos Library." (1000). No other information was given, except to open another library, but this is the only library where all of my photos reside.

I noticed this same exact error when installing OS Catalina on another MacBook. I had to call Apple support and they had to instruct me to redirect the library. Does anyone know how to fix this issue with the Photos library not opening after installing Catalina? What are the steps to linking to your Photos library?? Thanks.
