Procreate for Ipad Mini
I cannot download Procreate app on my Ipad mini. What am I doing wrong? I have the most recent update on my iPad but the app says i need 13.2 or higher?? HELP

Ah. Your screenshot shows you’re using iOS 12.4.7. That’s not good.
You might try updating iOS (now called iPadOS).
Update your iPhone, iPad, or iPod touch - Apple Support
If you cannot update it, then your iPad Mini is a second or third generation and cannot run Procreate because it cannot run iPadOS 13.
Fourth generation iPad Mini was released by Apple in 2015 and discontinued in 2019.
