Application requires ios 13.4 when I download what does that mean

It means that your iPhone 6 or older cannot work with that app. The highest an iPhone 6 can go is iOS 12.57.

If you want to use that app, you will need to buy a newer phone.

There will be more and more apps that will not run on the ancient iOS version of your iPhone 6.

It's really time to start thinking about a new phone.
