Why can’t I download an application it says that it has to be updated the iOS and my iOS is up to date 12.5.5?

You can't update the OS. Try downloading the application to a newer unit on the same Apple ID first.

As stated in the info box, the app you are trying to download requires that your iPhone is updated to iOS 13 or later. Since you are on iOS 12.5.5 then you can not download it.
Unfortunately, the iPhone 6 can also not be updated further than for iOS 12
