Is your device plugged in? I know sometimes my device will not update if the battery us under a certain level.

In addition are you trying to download over wifi or cellular? Cellular can have file size limits which can restrict downloads of apps. (Public wifi can also have these limits so if you’re using a hotspot you may also be experiencing this)
