I want to know if it's possible to update the memory on a new MacBook pro at the apple store after purchasing it from Best buy?

This is simply not a policy issue.

The RAM in a MacBook Pro has been soldered down to the board since the 2013 MacBook Pro, for improved reliability.

No field upgrades are possible, at all, ever.

The ram is only user upgradeable on the 27'' iMac and the Mac Pro.
