No.

iPhoto was discontinued 5 years ago. It is no longer developed or sold. It was replaced by the more powerful (and free) Photos.app that comes with the OS. You can migrate to that app very simply:

Hold down the option (or alt) key and launch Photos. From the resulting menu select 'Choose Library' and point at your iPhoto Library. It will do the rest.

If you prefer not to use Photos there are several 3rd party apps that you can use. Which to choose depends on the kind of photographer you are and your budget.

Moving the IPhoto library to Photo.

When I converted the library to Photo I lost the event structure . Albums were created but nothing matched up.

The Date Folders were mixed as some photos were digital while other were scanned.

How can I migrate to Photo and preserve the organization?

Should I convert all the events into albums 1st? and then eliminate the Events before I convert?

If the answer is yes; Then is there a quick way to convert the all the events into Albums in Iphoto?

And If I do this and then delete the events am I deleting the actual photos?
