Issues with Screen Time and "Private" mode in Safari in iOS 13

I'm using iPhone 7 with the iOS 13. In Screen Time settings under "Content Restrictions" "Web Content" is set to "Unrestricted Access", but "Private" mode in Safari is not accessible. Every other restriction setting is set to allow as much as possible, but still nothing. Even if I turn off "Content & Privacy Restrictions" completely, "Private" mode is still not accessible. Any suggestions? Thanks in advance.

Thank you for trying the suggested steps and following up. We recommend that you reinstall iOS with a computer. This step can resolve possible software issues by removing your current software and installing a fresh version. While your computer will try to reinstall the software without erasing your data, it's definitely a good idea to make sure that your content is backed up prior to trying this step.

If you haven't already, take a look a the resource below to confirm you've followed all appropriate steps to enable this feature:

If the issue persists, make sure that you have the latest software and restart your iPhone. Restarting can resolve many unexpected behaviors.
