Hello everyone,
I have 2 iPhones linked through iCloud (1 with a sim and another without). They both receive incoming call on but the SMS is only received on one phone (the one with the sim).
Is there any possible way to get the text SMS on both phones also?

There is no reason why you shouldn't be able to send and receive messages from both devices.
Check your settings ➔ Messages and in particular the text forwarding option
Also check that messages in iCloud is enabled on both devices. Settings ➔ Apple ID(Top) ➔ iCloud ➔ Apps using iCloud
