Transferring Music from PC to Ipad

I often transfer music from my laptop to my ipad since not all of music are on apple music list. If I transfer files from the laptop, I have to turn off the Sync Music option in the Music setting as it is required by itunes. Is it possible for me to transfer files without turning it off since it’s a hassle for me to keep on downloading most of my songs.
