Issue Offloading Apps to Free Up Storage

I need to free up storage to update my iPhone. I am trying to offload Voice Memos, as it takes up almost 1GB, but when I try to offload it, the app still takes up the 868MB or so, even though the download icon is next to it and I cannot open it anymore. The three apps I offloaded previously have the same issue. What is causing this, and how can I actually offload these apps to update iOS?

App deleted but data is still taking up storage I wanted to free storage so I deleted my voice memos app which took up 25 gigabytes. However, settings still stays those 25 are still there. I tried doing the “delete app” in settings, I tried redownloading and deleting the app again, the data isn’t in my icloud storage either. Even when I get the app again, my memos aren’t back so the data isn’t still there. I’m not sure where it is. If someone could help me out to find some way to get these 25 gigabytes off I would really appreciate it, as I don’t even have enough storage to update my phone. Thanks.

How to update apps if i'm low on storage I still use a 16gb iPhone 6S plus. I have 15 apps installed, with no downloaded songs, photos or videos (all are in google photos). I currently have about 2.5gb storage left. How do I update my apps?

Try to restart the phone and look again.
