App deleted but data is still taking up storage

I wanted to free storage so I deleted my voice memos app which took up 25 gigabytes. However, settings still stays those 25 are still there. I tried doing the “delete app” in settings, I tried redownloading and deleting the app again, the data isn’t in my icloud storage either. Even when I get the app again, my memos aren’t back so the data isn’t still there. I’m not sure where it is. If someone could help me out to find some way to get these 25 gigabytes off I would really appreciate it, as I don’t even have enough storage to update my phone. Thanks.

If it's the Apple Voice Memo app included with iOS, you might try reinstalling it, then if you've not yet, check the trash to see if they're there. They're kept in trash for 30 days by default. I'm not sure if deleting the app automatically empties the trash.

Beyond that, if you've not, try rebooting the device.

I searched around a bit and found that what you're experiencing is/was reportedly a known issue. There was one discussion here:

In that thread, a user posted what looks like an Apple chat support session with an advisor who acknowledges that it's a known issue:
