WiFi vs OTA Calling

How does the phone decide to use WiFi vs Other the Air (OTA)? If I'm in a fringe cell area, my phone seems to use OTA vs. WiFi. What will it take to "force" WiFi calling vs OTA? (Short of going into AirPlane Mode and turning on WiFi)

Wi-Fi assist should probably be off in your situation, but that isn’t going to be the problem. It’s possible that your work network is blocking the port used by Wi-Fi calling (500), most company networks are pretty locked down and block most ports other than essential ones. Check with your administrator. Does Wi-Fi calling work for other users?
