Can You Make iPadOS Apps/Games on iPad?

So about a year ago I bought an iPad Pro and I loved it for doing 3D sculpting and game art for school, but after school it basically became a $1,000 Lightroom Mobile device, which I just couldn't justify keeping so I sold it.

I want to get another one, but I need to be able to make a simple pixel-art game for iOS/iPadOS and get it on the App Store using only an iPad Pro. Now that we have the Magic Keyboard (finally a good iPad keyboard), and Apple Silicon becoming a thing, I get the feeling that we'll be seeing a lot more functionality coming to iPadOS but I'm not sure what all it entails. Would this be possible, or would I still need to buy a Mac?
