Recently purchased an iPhone from very with free Apple TV subscription on app I can’t access, why not?

You have to redeem the offer as described here: Apple TV+ - One Year Offer - Apple

Note that Apple TV+ is the streaming service featuring Apple Originals. Other content in the Apple TV app is not included in this subscription.
