Only WiFi & Cellular models of iPad incorporate GPS - this being an element of the Cellular chipset. WiFi Only models of iPad have no GPS capability at all.
Whilst GPS is contingent upon having a WiFi & Cellular model of iPad, the GPS functionality is completely independent of Cellular features.
I hope this clarification is helpful to you.

At the very least, the GPS receiver works on Wifi without carrier signal. But I know I've wandered while driving on country back roads with no signal, and the blue dot will show up on Apple Maps, but no map data is populated. So without any context, it's worthless. I can't say for Google maps.
hi Brian
Only the cellular versions have the GPS chip. Is yours cellular or just WiFi?
cheers Chris
