ScreenTime complete lock out

When I enter my apple ID to the "forgot passcode?" on screen time, it does not unlock screen time and adds a failed passcode attempt. Why isn't it working? (No the password is not incorrect. When I type it wrong, it tells me my apple ID is incorrect and does not add a failed attempt.)
