“Keep” Option on audio messages is not available

The keep option to an audio message does not appear when I receive an audio message from someone. The only thing that shows is raise to listen. The next time I receive a message, I will add a photo.

yes, I’ve changed the settings in my messages to never expire to circumvent this. It’s not a phone setting. However, on the two minute expiration setting the actual “keep” button that is to the right of the “raise to talk” does not appear for me to select to keep the message.
