My iPad doesn't show cellular data. The options for Cellular Data are also gone

I received an iPad Air (A1475 Wi-fi + Cellular) from my Aunt that didn't want it anymore. The iPad came with Verizon Cellular with the SIM included. Upon searching it for anything she'd want. I was confused to see... There were no options for Cellular Data. Just Airplane Mode, Wi-fi and Bluetooth. No cellular data was shown either. Not even a "No Service" , "Searching" , or "No SIM". Just "iPad". Upon doing a factory reset nothing had changed. What is the problem?
