Why is it that my iPad from Verizon has data but no cellular how can it have data with no SIM car?

You don't need cellular service to have data. You can use WiFi. You need to ask the Verizon rep why you couldn't have cellular on the iPad.

your asking about connection i think your data is cutting your line and you can use the wifi also if you have connection to wifi, the wifi is need ip address to automatic search your phone to connect in wifi.

Why do you think you don't have a SIM? Last I checked, Verizon didn't sell WiFi-only iPads.
