Is there a way to tell iTunes which of the apps on my iPad to backup, and which to ignore?
And, for each app, can you designate which app gets backed up INCLUDING its datafiles, and which to backup WITHOUT its datafiles?

No. Backup is an all or nothing affair. Some apps may include private data storage that can be optionally excluded through their settings. I seem to recall I had one tor two media apps back in the day that had this feature. Apps themselves haven't been transferred to your computer since iTunes 12.7.
