Why do I have to be 18 to use Apple Cash?

Hi. I use the Apple Cash for getting money from my parents for chores. When I upgraded my phone, I noticed I couldn’t set it up. It kept saying I have to be 18 to use it. I am 13 years old and I Depend on that function to pay for things at the store. Now I can’t use it. Why did y’all Change it?
