Screen Record Button is Grayed Out

OK, I did just what this (https://support.apple.com/en-us/HT207935 "How to record the screen of your iPhone..." ) says but now the Control Center only shows a gray disabled button.

) to this same question from 2018 says:

Settings>General>Restrictions... last option (Screen.recording) must be ON (green).

Unfortunately something must have changed since 2018 because there is no "Restrictions" in the Settings on my iOS 13.4.1 iPad.

Are screen recordings disabled for some reason in iOS 13?

Restrictions was changed to Screen Time in iPadOS 13. Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions > Turn Screen Recording ON

That answer makes no sense since at the time the control center is showing me the gray button I have no apps running, my pad is at the home screen.

But, as it always seems to go with iOS 13 (the buggiest release ever) the record button is now working fine on both my iPad and iPhone and the only thing I did was shut them off for the night and cold booted them this morning.

Now if Apple would also record the sound that the app makes (no, not the exterior microphone but the internal audio) this record feature would be useful.

This indicates that you are attempting to record an application that prohibits screen recording.
