Making El Capitan Install app - on a Catalina system ("your MacBook is up to date" blocks installation of installer)

In order to install El Capitan on Parallels on my MacBook (running Catalina), I need to "install the pkg", but Installer in Catalina won't install El Capitan saying my Mac is up too Date. Is there another way to make the .app?

Creating the Install OS X El Capitan.app from the InstallMacOSX.pkg can only be done

on a mac that can or at one point could run El Capitan.

So any mac that came pre-installed with a newer OS than El Capitan will refuse to do this.
