Profile picture does not appear on login
On the login screen, my profile picture shows up as an empty circle, instead of the icon I've selected in preferences.

so ultimately this seems to be a case of user error. I wasn't clear on the difference between local account photo and icloud photo.
somehow my profile photo got set to a transparent image, and it didn't occur to me until I was messing around with a second local account that I could directly edit the profile picture. to fix my main account, I had to hover over the empty space next to my name in the Users & Groups settings, which displayed the "edit" prompt that I could click on to set my picture

Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.
Otherwise have you tried using another photo for that account?

I would create another user on your computer to see if the issue is happening with all accounts or if it is just happening with your own.

Hey, it appears to be happening only with my account.
The profile picture for the other account shows fine both on the login page and on the fast user switching menu.

I tried both of those options a few times each, but I'm afraid my profile picture is still missing from the login screen. Any other ideas?

Looks like issue occurs in safe mode. I have tried setting other profile pictures, but I'll do the same in safe mode and see if that works
