As an attempt to free up my icloud storage, I want to delete notability from icloud. I have stopped the icloud syncing from the notability app successfully. However, when I want to delete notability from icloud settings it says that it will be removed from my ipad also. My question is how can I delete notability from Icloud BUT not from my ipad?

You cannot delete it from iCloud and keep on the iPad as that's not how iCloud works or was designed. If you delete it from iCloud, it's deleted from iCloud and all devices.
