Although the iPad7 isn’t perhaps the best choice of iPads for the task, Video editing is certainly possible; there are some very capable Apps for the purpose, such a LumaFusion.

Just “how big” your video file can be will be determined by your available internal storage, RAM configuration - and video encoding/compression.

Take a look at some of the available Apps and their specifications for a better idea of what’s possible.

On that model, a friend of mine uses iMovie and he is totally satisfied.
