App store in Chinese

I scanned a barcode for a camera. It said the app was only available in china. I clicked it and now my App store is in Chinese!?? I have an old balance of .72 in the store which is keeping me from changing countries/region. This is crazy. They can have .72. Any help would GREAT! Thanks

You cannot change your account to a country in which you are not a legal resident. Aside from being a legal resident of China, you would need to provide an acceptable payment method from China with a verifiable Chinese billing address.

And should you persist in doing so, you may find that your iPhone is locked to that country for the next 90 days.
