Account Locked - Can’t Verify Identity

Bought an iPhone SE and trying to restore backup. My iCloud email is different than my Apple ID email. it says that account has been locked and I need to verify my identity. It’s sending an email to the iCloud email but I don’t have an account for that email. I’m not even sure why/how it’s a different email. How do I fix this?
