MacOS Catalina Preventing Install of Canon Software

Hello! I have an ongoing issue that I can't quite figure out on my Mac Pro 2013 running 10.15.5 Catalina.

Basically, if I try to install certain software, it will hang during the install. Specifically, I've had two different pieces of Canon software do this during their installation. The latest is the EOS Utility Suite. It gets through several items, and then hangs while installing the EOS Web Service Registration Tool.

If I look in Activity Monitor, I find a process called "OneFileInstaller" in a "(Not Responding)" state. I can kill the program there but the install doesn't finish. I've added the installer to Full Disk Access in System Settings, I've moved the installer package from the DMG mounted folder to one that's local, yet the issue remains.

I ran Etrecheck but it didn't flag anything for errors. Also, this program installed just fine on my MacBook Pro 13", so I know it's fine...

Also this problem was happening before but I just did a reinstall of Catalina and migrated my data from a backup, so I guess whatever permissions issue this is carried over.

Any advice would be really appreciated.

Mac Pro, macOS 10.15

Just an update that when this happens, it usually causes a lot of instability system-wide. For instance, I left the hung installer running overnight just to see if it would work and not only did it not work, it prevented mounting of some external drives I use to clone my boot and main external drives over night. I also tried to open Disk Utility and it would not populate drives. This is a weird one...
