Can I use an iPhone 4 sim card in an iPhone 7 Plus?

I bought my mom a new phone. She's been using a refurbished 4 for 5 years now. I just bought her the 7 Plus. She uses an off brand carrier so I can't take it to a Sprint or Verizon store. Can I put her current 4 sim card into the 7 Plus and the new phone work as all our current phones do?

I would ask your mom's carrier to give you a spare "nano" SIM card (obviously using the same phone number).

Many carriers offer this service for free.

The iPhone 4 uses the Micro-SIM card format, iPhone 5 and newer uses Nano-SIM. You may have to cut the SIM card so that it will fit, there are instructions for that online.
