sim card locked

Apple just sent me a refurbished phone 11 to replace my broken one. I followed all the steps to set up the new phone but it says the sim card is locked. Without the sim card working I can't call apple support and this is my only phone. I've removed and replaced the sim card, I've power cycled. What else?
