Help cannot Reset Apple ID

I have been trying to help my Mum resert her apple ID password for 2 days now but not getting any feedback from Apple at all despite them saying they will be in touch "shortly" or in "24 hours" - anyone else have same problem? What can I do? Is there a way to actually contact someone in Apple?
