Unless you turned on Apple menu > System Preferences > Apple ID > Optimize Mac Storage, your documents are both on iCloud and on your Mac. Even if you did turn that option on, your documents will have a local copy on your Mac if there is room for them.
You can access the local copy in Finder. Look in the iCloud section of the Finder sidebar.
Any new folder that you create or move to the iCloud Drive folder in Finder or to the Desktop or Documents folders in the iCloud section of Finder will sync to iCloud (and will likely have a local copy as described in the first paragraph above).
