I have paid for an upgrade to my iPhone storage plan from 32 to 200 GB but my updates are not being installed due to ‘lack of storage on my phone’ I am being charged a monthly fee for the upgrade so why is this upgrade not registered?

iCloud storage doesn't reflect on any iDevice - you cannot increase the iPhone's storage this way. You may be able to use a specific USB drive which can connect via lightning jack/USB C, depending one your model.
