How to allow a 14 year old use Apple Cash within Apple Wallet?

Hello,

My son is getting ready to start High School soon. There will be times where he will have his iPhone but not necessarily have cash with him. Is there a way for me to simply text him money and it be added to Apple Cash so he can use Apple Pay with his iPhone?

When clicking the slider menu button "Apple Cash" within his iPhone settings he continues to receive an error stating "Could Not Set Up Apple Pay".

Not sure if this because he is under 18 or if there is another issue with his Apple Cash on his iPhone?

This would be a very handy & convenient feature to have for teenagers if it is available.

To send and receive money with Apple Pay, you must be at least 18 years old and a resident of the United States

There may be better more secure options such as a prepaid debit card.
