App Store and Billing

I cannot download apps because of a billing issue I try to fix billing issue it won’t work. It tells me to update payment info for iCloud storage. For the 50 GB plan. I have used 7 GB. I don’t want the 50gb plan it won’t let me change it. How can I fix this problem or who do I need to call??

Did you try downgrading your iCloud storage - Downgrade your iCloud storage - Apple Support? Doing that may avoid you having to "fix the billing issue" seeing as you don't wish to upgrade. If you already tried that (downgrading) and no luck, then - Official Apple Support.
