upgrade iCloud storage & make payment methods easy

I want to upgrade my iCloud storage like I always did but somehow my mobile phone billing in the payment method won't help. I tried changing other payment method and it still won't let me. Please help!

Try changing it from another device -- Change, add or remove Apple ID payment methods – Apple Support.
